Results of an Extensive Multi-year PM10 Monitoring and Field Inspection Program for the Construction of the Central Artery/Tunnel Project

Abstract
The Central Artery/Tunnel (CA/T) Project in Boston has been under construction since 1992. The downtown portion of the project consists of the construction of an eight lane underground roadway, over which the existing six lane elevated highway continues to carry approximately 190,000 vehicles a day. During the past three years, construction in the downtown area involved major excavation, with more than 100 pieces of equipment operating within a mile stretch of the 500 feet wide urban corridor. Concurrently commercial business, residents, pedestrians, and local street and elevated highway traffic continue to operate in the area.

Due to the large scope of construction activities taken place, the CA/T project implemented a series of dust/emissions control measures to maintain dust levels in the construction area as low as reasonably achievable. To evaluate the effectiveness of the dust control measures a PM10 monitoring and field dust inspection program was implemented in 1997. The program measured PM10 levels and inspected nuisance dust at 16 sidewalk locations along the alignment from June to October for the past three years. More than 1,000 daily samples were collected using portable monitors.
